This section substantially reflects previous regulation 94 of the Defence (Inquiry) Regulations 1985, but it adds the current discretion found in regulation 117 of the Defence (Inquiry) Regulations 1985 for the IGADF to conduct inquiries or by an Assistant IGADF noting his recently expanded jurisdiction.
The Administrative Inquiries Manual makes clear that it is mandatory to conduct a quick assessment before the commanding officer takes any further action. This preliminary assessment is not an inquiry under the Defence (Inquiry) Regulations but rather derives its authority from ‘the inherent powers of military rank and command’.
