Based on the calculations in NIST 133, the MAV is the lowest possible weight (or other net content measurement) that is permitted under US FDA Net Contents Control regulations for any single package. Generally speaking the MAV is around 9% lower than the declared weight – if the package says it is 100 grams, the MAV will be about 90Grams. Under the regulations, if an MAV is encountered, business practices must be invoked to eliminate MAVs from the production lot.
From Appendix A Table 2-7 of NIST Handbook 133 , the MAV is 11. The number of units in each of the 12 sampled packages was counted, and the number of packages containing less than 500 units was recorded (Ne).
